Oblasts vs. Cities editar
I am afraid the Portuguese Wikipedia confuses Russian federal subjects with their capitals. The real flag of Kostroma (the city of Kostroma) is pictured here: [1]. The flag described in the article belongs to Kostromskaya Oblast (Kostroma Region). The primary "owner" of the name "Kostroma" is the city, not the region, therefore Bandeira de Kostroma should describe the city flag, while the name of the article about the oblast flag should be something like Bandeira de Oblast de Kostroma.
