Mape-Zumalai

Hello! Can someone explain to me, how is it possible, that Mape-Zumalai is a subdistrict of Kovalima (just like here and on this official document), but all maps, I found, are showing the cities of Mape and Zumalai in the district of Ainaro (districto)? de:Benutzer:J. Patrick Fischer
